Matthew Gallagher

Matt Gallagher, managing director of APCO Worldwide’s Chicago office and West Region lead, supervises the development and implementation of public affairs, media relations and community relations programs on behalf of a wide variety of clients. Mr. Gallagher primarily focuses his efforts on projects in the energy and environmental sectors, but he has also led project teams and provided strategic planning in the areas of transportation, economic development, technology, land use development, financial services and public safety/homeland security.

Mr. Gallagher has a diverse background with experience in both the public and private sectors. He most recently led the energy and environment practice of a boutique Los Angeles-based public affairs consulting firm, where he assisted clients navigating the complex network of federal, state and local regulations throughout California. He developed numerous media and grassroots programs for clients seeking permits or facing legislative and regulatory challenges, as well as coordinated the local political, community and media outreach programs for several sites requiring federal or state remediation and cleanup.

In addition to his private-sector experience, Mr. Gallagher has held several political and campaign positions at both the national and local levels. Prior to his private-sector work, Mr. Gallagher was legislative director for one of the city councilmembers for the city of Los Angeles. His responsibilities included coordinating the councilmember’s legislative program, including his focus on public safety. He regularly worked with the Los Angeles Police Department as it implemented reforms under a federally mandated consent decree. He also coordinated policy related to the city’s three proprietary agencies—the Port of Los Angeles, Los Angeles World Airports and the Department of Water and Power—and specifically addressed environmental impacts at all three agencies.

Mr. Gallagher began his career in Washington, D.C., where he worked for two members of Congress. In numerous roles, he covered multiple legislative policy issues and regularly interacted with federal, state and local officials and staff, as well as many regulatory agencies and organizations. A veteran of dozens of campaigns at the national, state and local levels, Mr. Gallagher has been recognized by the American Association of Political Consultants with four “Pollie” awards for issue campaigns he managed. He graduated from James Madison University in Harrisonburg, Va.
