Government Relations Expert in China Rejoins APCO

Beijing (July 9, 2015) — Benjamin Ou, former director of Chinese government affairs at United Technologies Corporation, rejoined APCO Worldwide today as senior counselor in China. Ou will counsel clients on government relations, trade and investment and stakeholder engagement.

Ou is the founder of Beijing Tairong Consulting Co. Ltd., a consulting firm focusing on China’s anti-monopoly enforcement and policies. He previously served as director of Chinese government affairs at United Technologies Corporation (UTC), where he designed and implemented government engagement strategies at both central and local levels. In this role, he also worked in strategic communications and corporate reputation management.

Before joining UTC, Ou spent 12 years at APCO in various roles including director, investment and government relations. Prior to joining APCO in 1999, Ou spent 13 years working in the Ministry of Foreign Trade and Economic Cooperation (MOFTEC) in China. He served as deputy and, later, acting director for U.S. affairs at the Department of American and Oceanian Affairs. During his time in MOFTEC, Ou participated in major negotiations on matters such as market access, intellectual property rights, agricultural trade, textile agreements, anti-dumping policies, the General Agreement on Tariffs and Trade (GATT) and the World Trade Organization (WTO). He also has experience in the role of vice consul for Commercial Affairs at China’s Consulate General in Chicago.
