APCO Bolsters its Health Care Practice’s Policy Expertise With New Hire

Washington - January 22, 2018: Brittney Manchester, a health policy and communications expert and recent senior advisor at the Centers for Medicare & Medicaid Services (CMS), has joined APCO Worldwide’s growing Washington, D.C. health care practice as a senior associate director, announced Evan Kraus, global president and managing director of APCO’s Washington office.

“Over the past few years, Brittney has gained invaluable experience working on Open Enrollment for marketplace health insurance and leading agency rollouts of over 60 critical Medicare issues in both the Obama and Trump administrations,” said Kraus. “Her familiarity with the administration and proven track record working with Capitol Hill is a tremendous addition to our health policy team, and strengthens the insight we provide to clients. We’re delighted to welcome Brittney to APCO.”

Manchester most recently served as a senior advisor to the director of communications at CMS, where she led earned media outreach during Open Enrollment for the 2017 Marketplace health insurance. In addition, Manchester provided strategic messaging guidance to the director of communications and handled media relations on key Medicare issues with national reporters. She also worked as a counselor to the CMS Administrator, determining press strategy for public events and drafting remarks.

Prior to joining CMS in 2015, Manchester served as a senior consultant at Deloitte and as a public affairs specialist at the United States Office of Personnel Management.

“Health care policy is constantly evolving in Washington, and APCO has a proven track record of providing best-in-class counsel to help clients navigate this uncertainty,” said Manchester. “I’m very excited to join this distinguished team and look forward to helping our clients thrive in this ever-changing town.”

Manchester joins a robust team of health care policy experts at APCO with significant experience shaping policy in Washington including: William Pierce, Wayne Pines, Elizabeth Funderburk and Claire Grant.
