APCO Worldwide Bolsters Brussels Team

Brussels (January 25, 2017) – Andreas Constantinides, former Single Market and Industrial Policy Attaché at the Permanent Representation of Cyprus to the European Union, and a technology expert with more than a decade of industry experience, has joined APCO Worldwide announced Claire Boussagol, chairman, Europe and managing director, Brussels. Theo Moore is also promoted to deputy managing director, after eight years with APCO in Brussels, and Christoph Mielke has relocated to lead the health care practice in Brussels, having previously worked in APCO’s Berlin and Abu Dhabi offices for ten years.

Constantinides will serve as APCO’s European technology practice chairman, and is responsible for all technology practice strategy and execution in the region. Constantinides joins Michael Thomas and Jon Ramsey, recent additions to APCO’s global technology practice, who have provided expert counsel to numerous technology clients over the course of their careers.

About Andreas Constantinides

Prior to joining APCO, Constantinides most recently served with the Cyprus Permanent Representation to the EU, where he was the Single Market and Industrial Policy Attaché since 2015. Prior to this role, Constantinides was the Representation’s Telecoms, Postal Services, and Space Policy Attaché from 2011-2013. During that time, he chaired the Telecommunications and Information Society, Space, and Postal Services working parties during the Cyprus Presidency of the Council of the EU in the second half of 2012.

Between 2013 and 2015, Constantinides was a director for Cabinet DN Consulting in Brussels, where he advised leading multinational corporations on the EU decision-making process, and how to best position themselves in Brussels. Constantinides led the firm’s digital policy team that actively monitored technology legislation and analyzed the potential impact it could have on clients.

Earlier in his career, Constantinides served as a senior advisor at Ernst & Young in Athens, a research scientist at R.K.I Leaders Limited in Cyprus and as a technical advisor at Chadbourne & Parke LLP in New York.  Constantinides holds bachelor’s, master’s and doctorate degrees in electrical engineering from Columbia University. He is fluent in English and Greek.

About Theo Moore

Moore, deputy managing director of APCO’s Brussels office, has worked in public affairs and strategic communication for 19 years.  Prior to joining APCO in 2009, he worked for Brunswick in London, having previously served as head of press and public relations for The Royal Parks, part of the UK’s Department for Culture, Media & Sport. Before that, he worked for Text100 in the UK.  Moore is currently head of APCO’s European Financial Services practice and advises clients on range of policy issues, from cybersecurity and resilience to financial regulation, as well as handling strategic media and crisis communication. Moore studied at the University of Cambridge, earning a first class honours degree in history.

About Christoph Mielke

Mielke, director of health care for APCO in Brussels, joined our Berlin office in 2007. As the account director for several major international clients, Mielke has more than 10 years of experience in positioning clients in challenging regulative and media environments – both in Europe and the Middle East. His particular specialty is in pharmaceutical and health care communication. Mielke has advised health care clients around disease awareness campaigns, regulatory milestones, market access programs and crisis preparedness. He has also undertaken an in-house secondment as head of public affairs and communications at Johnson & Johnson Medical in Germany. A German citizen, Mielke previously worked in the German Bundestag for the Federal Government Commissioner for Patients’ Affairs. He holds a degree in Political Science and speaks German, English and French, with a good understanding of Spanish and Turkish.
