APCO Worldwide Expands Legal, Privacy, Tech Policy Expertise with Three New Senior Counselors

Washington – June 22, 2020: Legal, privacy and tech policy experts Stuart Brotman, Pamela Passman and Matthew Perault joined APCO Worldwide’s International Advisory Council (IAC),  Margery Kraus, founder and executive chairman, announced today.

“As the world increasingly relies on digital platforms and means of communication—particularly during a global pandemic that has fundamentally changed how we live and work—it is critical for organizations to consider various legal, privacy, security and public policy considerations into their business models,” Kraus said. “Leading Fortune 500 companies have relied on Stuart, Pamela and Matt to navigate complex regulatory issues and other business issues and obstacles around the world. I truly look forward to their potent insight and counsel, and welcome them to the IAC.”

APCO’s IAC and its four subgroups comprise more than 100 recognized global leaders, including policy experts, business and industry leaders, former elected politicians, academics, renowned journalists, diplomats and nonprofit pioneers.

Brotman, Passman an Perault join an incredible group of strategic advisors on the IAC, including Patricia (Tosh) Barron, former chief information officer and president, office products division for Xerox Corporation; Spencer Boyer, former national intelligence officer for Europe at the U.S. National Intelligence Council; Beth A. Brook-Marciniak, former global vice chair of public policy at EY; Susan Molinari, former vice president of public policy for the Americas at Google and former United States Congresswoman; and Bruce Ramshaw, M.D., founder and managing partner of healthcare data analytics company CQ Insights.

Brotman is a government policymaker, tenured university professor, management consultant, lawyer, author and non-profit organization executive. He has served in four presidential administrations on a bipartisan basis and has taught students from 42 countries in six separate disciplines—communications, journalism, business, law, international relations and public policy. He also has advised private and public sector clients in more than 30 countries on five continents.

Passman is the former president of the Center for Responsible Enterprise and Trade (CREATe.org) and Vice Chair of the Ethisphere Institute. Prior to founding CREATe.org in October 2011, Passman was the Corporate Vice President and Deputy General Counsel, Global Corporate and Regulatory Affairs, Microsoft Corporation. From 2002 to 2011, Passman led Microsoft’s regulatory compliance work across a range of issues, including privacy, security, law enforcement, national security, telecommunications and other issues related to cloud computing. She also led Microsoft’s global government relations and public policy work and philanthropic programs and had leadership responsibilities for its cross-company global corporate citizenship efforts.

Perault is a director at the Center of Science & Technology Policy at Duke University and an associate professor of the practice. Previously, Perault served as a director of public policy at Facebook, where he led the company’s planning efforts on a wide range of issues, including competition, law enforcement and human rights. He oversaw public policy for WhatsApp, Oculus and Facebook Artificial Research. Before joining Facebook, he served as counsel as the Congressional Oversight Panel and previously worked as a consultant at the World Bank and served as a law clerk for the U.S. District Court for the District of Columbia.
