Richard Bullard

Executive Director and Global Mergers, Antitrust & Competition Practice Lead

Richard Bullard, executive director, is APCO Worldwide's global mergers, antitrust & competition practice lead based in Brussels. With more than 19 years of EU public affairs experience, Mr. Bullard has advised clients on EU and transatlantic competition cases covering technology, automotive, aviation, food and consumer products, mining and manufacturing, pharmaceutical, sport and recreation, and travel and tourism.

Mr. Bullard’s principle areas of expertise are advising clients at the intersection of business and policy, and helping them develop strategic communication programs to facilitate engagement with EU policymakers, third-party advocates, media and other relevant stakeholders. He has represented clients through several high-profile merger and acquisition cases, intellectual property rights campaigns, and crisis and litigation support around trade, investment, labor and manufacturing issues.

Most recently, Mr. Bullard was director of government and trade relations for Johnson Controls and, prior to that, served as EU policy manager for Google in Brussels. Prior to this, he served as a director in APCO’s Brussels office for several years before re-joining in his current role in 2013. Earlier in his career, he held roles as a consultant at KPMG and as a public servant for the European Parliament and Commission.

In 2006, Mr. Bullard was recognized by industry peers as “European Consultant of the Year.” He studied political science and European affairs at the universities of Sussex, Grenoble and Dundee. He has also lectured widely on EU public affairs and advocacy to industry bodies and universities. He is a British national and is fluent in French.
