Mamoon Sbeih is a senior strategic advisor and one of the principal architects of APCO’s presence in the Middle East & North Africa. As chief international business development officer, and chairman of MENA, he guides the firm’s global expansion efforts while continuing to counsel senior government leaders and executives on public affairs, institutional design, crisis leadership and strategic communication. Mamoon is recognized for building APCO into one of the region’s leading advisory firms, shaping its multidisciplinary capabilities and strengthening its role as a trusted partner to governments and major enterprises.

Mamoon began his career at the World Bank, where he worked for nearly a decade in external affairs and aid coordination. He later served as a director at Burson-Marsteller (now Burson) in the UAE, overseeing government and telecom portfolios. In 2006, he led Dubai Holding’s first public relations firm, JiWin Public Relations, and co-directed the landmark Brand Dubai campaign. Following JiWin’s integration into APCO in 2010, Mamoon drove the firm’s expansion into Abu Dhabi, Manama, Riyadh and Amman, establishing APCO as a regional leader in public affairs, reputation and institutional advisory.
Mamoon serves on APCO’s Global Operating Committee and the Executive Council and has held advisory and academic board roles, including with Columbia University’s School of Professional Studies. He is widely recognized for his executive communication and crisis-simulation training for senior officials worldwide. Mamoon is bilingual in Arabic and English and holds a master’s degree from the University of Turin in development management and a bachelor’s degree in electronic engineering from the University of Salford, alongside executive education at Harvard Business School.
