Former Top U.S. Aviation Official in Europe Joins APCO

Brussels (September 21, 2006) – Paul Feldman, former United States Federal Aviation Administration (FAA) director for Europe, Middle East and Africa (EMEA), joins APCO Worldwide (APCO) as director in the Brussels office, Brad Staples, chief executive officer, EMEA, announced today.

“Paul has significant experience working at the forefront of transatlantic and domestic transportation issues. He brings to clients an expansive understanding of what it takes to function successfully in the global marketplace. Paul’s arrival will significantly enhance our ability to advise clients in an increasingly complex regulatory and security environment,” said Staples.

Feldman has an extensive background working with the institutions and agencies of the European Union (EU), civil aviation authorities throughout the region, EUROCONTROL and the European Aviation Safety Agency. He was the lead U.S. negotiator for the development of a new aviation safety bilateral agreement between the European Commission and the United States. In previous roles at the FAA, he served in the office of the FAA administrator and deputy administrator and also as acting assistant administrator for international aviation. Additionally, Feldman has a wide range of congressional experience serving as minority staff director for the U.S. House of Representatives Subcommittee on Aviation.

In Brussels, Feldman will support international transportation clients through direct advocacy, relationship building and strategic counsel. He will work closely with other APCO transportation specialists including Jane Garvey, former FAA administrator and head of APCO’s global transportation practice; and Richard Bullard, director of public affairs in APCO’s Brussels office.

During his tenure as the FAA’s director in EMEA, Feldman established a new office in the United Arab Emirates, helped secure FAA agreements with EUROCONTROL and the European Commission to cooperate on air traffic matters, and worked with the EU to successfully resolve the hushkit issue, an aircraft noise dispute, between the U.S. and the EU.
