Matt Browne, director of public affairs in APCO Worldwide’s London office, provides expertise in government
relations, strategic communication, and European and international affairs, offering clients a
unique insight into international and governmental policy-making at the highest levels.
Mr. Browne is the former director of Policy Network, the international think tank founded by Tony
Blair, Gerhard Schroeder, Goran Persson and Giuliano Amato. During his time at Policy Network, he
worked closely with European Trade Commissioner Peter Mandelson, a host of international leaders,
and prime ministers’ and presidents’ offices across the globe, and was responsible for the
political and policy preparation of intergovernmental summits in the United Kingdom, Hungary and
South Africa. Mr. Browne ran the international press operation for New Labour’s General Election
campaign in 2005, and has been a strategic adviser on campaigns in Canada, Sweden, the Netherlands
and Hungary. Prior to joining Policy Network, Mr. Browne was a senior advisor to Former European
Commission President Jacques Delors, during his leadership of the Laeken Council Advisory Group
and campaign for the presidency of The Convention on the Future of Europe.
A regular commentator in the international media on European and international affairs, Mr. Browne
was a doctoral fellow and lecturer at the Sussex European Institute, visiting professor at the
European Business School, and has held visiting fellowships at the University of British Columbia,
Vancouver and the University of Cape Town in South Africa. He has published widely on the future
of Europe and progressive politics, and is the editor of two collected volumes: Rethinking Social
Democracy (with Patrick Diamond, Politicos, 2003) and Third Time Lucky? Lessons from Labour’s 2005
Election Campaign (Policy Network).
