Igor V. Kostikov
Igor V. Kostikov is Russia’s former federal government minister. He was appointed chairman of the Federal Securities Commission by Russian President Vladimir Putin in 2000 and was responsible for protecting the legal rights and interests of investors and ensuring a favorable investment climate in Russia. Working closely with the World Bank, the European Bank for Reconstruction and Development, and the Organization for Economic Cooperation and Development, he helped create modern regulations for corporate transparency, fund management and protection of shareholder rights.
Mr. Kostikov was previously deputy chairman of the finance committee of the St. Petersburg Municipal Administration and played an instrumental role in the creation of the Russian municipal debt market. In 1993, he founded AVK, an investment company based in St. Petersburg. He also worked at Friends Provident, a financial management firm with more than £112bn in assets. In 1990 he founded Mark Ltd., one of Russia’s first financial consulting firms.
Mr. Kostikov lectures on macroeconomics, the Russian economy and corporate governance. He is published as an economic commentator and analyst in a variety of leading Russian publications. He is a member of the academic board of the Institute of the World Economy and International Relations, Russian Academy of Sciences, and served as vice president of the Russian Union of Industrialists. He was involved in creating the Russian government’s Digital TV program. He is also chairman of the supervisory board of the Russian Securities Market institute. He is a professor at Moscow University Business School and St. Petersburg University. In September 2008, Mr. Kostikov was appointed deputy dean of the Russian Presidential Academy of Civil Service with responsibility for training Russian federal and regional civil servants.
