Former Harris Interactive Vice President Joins APCO Insight

Washington, D.C. (November 16, 2006) – Bill Dalbec, former vice president and team leader of the public affairs and association research practices at Harris Interactive, joins APCO Worldwide (APCO) as senior vice president, Mark Benson, president of APCO Insight®, announced today.

Dalbec, an authority in opinion research and public affairs, will be part of the growing operations of APCO’s opinion research and message development division, APCO Insight. “Bill’s commitment to understanding the connection between the rational and emotional components of decision making and its application to communication will prove invaluable to APCO’s growing list of research clients,” said Benson. “Bill’s expertise further supports APCO’s investment in sound strategy and rigorous research methodology.”

APCO Insight offers a fully integrated global research capability to corporations, foundations, issue coalitions, government agencies and trade and professional associations. Dalbec has more than 19 years of experience using opinion research to assist clients in developing effective communication strategies. He has conducted research at the local, state and national levels across the United States and in 25 countries.

In addition to his communication work, Dalbec offers clients a special expertise in assessing the political reputation of enterprises among their key stakeholders and providing strategic counsel to public policy campaigns. Among his notable past work is providing research-based strategic and communication counsel to the largest education bond campaign in the United States, which passed with 71 percent of the vote, and consulting with one of the largest hospitals in the United States to assist the client in understanding their image in the communities they serve. Dalbec led the research team working with the American Red Cross that was recognized in 2003 by PR Week for the “Best Use of Measurement or Research.”
