Former White House Budget Office Press Secretary To Join APCO as Vice President

Washington, D.C. (November 14, 2006) – Scott Milburn, former White House Office of Management and Budget press secretary, will join APCO Worldwide (APCO) as vice president, Robert Schooling, Washington managing director, announced today.

“Scott brings to APCO expertise on a wide range of topics including financial communication, government relations, media relations, and business diplomacy,” said Schooling. “His experience in the White House and the world of politics gives him valuable insight that will help our clients with their communication needs through an understanding of the interplay among business, public policy and public opinion.”

As part of the White House communication team, Milburn served as the Bush administration’s spokesperson on budget issues and worked daily with international, national, regional and trade media to increase public and congressional support for the President’s fiscal policies. Milburn helped coordinate communication activities for the February 2006 release of the President Bush’s fiscal year 2007 budget, as well as the fiscal year 2006 and fiscal year 2007 mid-year budget updates. He also worked with the White House press secretary and his staff to develop and implement communication strategies for major developing news including Hurricane Katrina, the War on Terrorism, legislative initiatives such as the Line Item Veto, and the congressional budget process.

“My work at the White House, in Congress, and at the state level provided a valuable education in how public policy, politics and the media intersect to shape public opinion, and I look forward to branching out into the private sector and applying that experience directly with APCO’s clients,” said Milburn. “APCO’s talent pool is deep and that was a big attraction for me. Prior to his position at the White House, Milburn was communication director for U.S. Senator George Voinovich of Ohio, where he led a staff responsible for media relations, speechwriting, special events, message strategy and long-term communication planning. In this role, he advised the senator on the impact of policy decisions on public and media opinion with a focus on fiscal policy, international relations and government management. While in the Senate he was chosen to participate in the State Department’s Congress-Bundestag Staff Exchange.

Milburn’s career spans a number of high-level political posts including press secretary for Ohio Gov. Bob Taft, press secretary for U.S. Representative Dave Hobson of Ohio, and work in the Ohio General Assembly. He is a graduate of Ohio University’s Scripps School of Journalism.
