Former U.S. State Department Official Joins APCO

Washington, D.C. (June 6, 2008) – Jonathan Winer, former U.S. deputy assistant secretary of state for international law enforcement, has joined APCO Worldwide as senior vice president, announced Margery Kraus, president and CEO.

Winer will provide strategic advice to clients regarding a range of issues from financial services regulation to foreign investment and trade, consumer regulations, congressional investigations, data protection, foreign corrupt practices, information security, money laundering, national security and sanctions.

At the State Department, Winer was one of the architects of U.S. international policies and strategies in financial services regulation and enforcement, as well as cross-border law enforcement issues. He led negotiations on these and related issues with the European Union and the Organization of American States, as well as bilaterally with China, Cyprus, Hungary, Israel, Lebanon, Nigeria, Poland, Russia, Thailand, and numerous other countries in Europe, Latin America, Southeast Asia and Africa.

He previously served for 10 years as chief counsel and principal legislative assistant to U.S. Sen. John F. Kerry (D-Mass.), handling and drafting legislation pertaining to financial regulation and working with the Senate committees on foreign relations and banking. He conducted a series of congressional investigations, including the investigation of the Bank of Credit and Commerce International from 1989-1992.

He previously served on the Council on Foreign Relations Terrorist Finance Task Force and the Council on Foreign Relations Andean Commission.

Winer joins other Washington, D.C., veterans at APCO including former U.S. Sen. Don Riegle (D-Mich.); U.S. Rep. Don Bonker (D-WA); former Senate Banking Committee Staff Director Steve Harris; and Paul Clayman, former chief counsel to Sen. Richard Lugar (R-IN).
